This rendering shows a partial section view exposing the "guts". You can see the laser enters a tube and hits 2 mirrors in the first stage, that stage rotates creating a cone of light. The cone then hits the last mirror on the second stage, that stage then rotates spinning the cone from stage 1. The laser light is always in motion so the high power is never concentrated onto one spot for very long.
